The follow- ing members attended - Loren Holmes (President), George Washbond, Waneta Stephens, Tom Stephens, Dan Phillips, and Charles "Chic" Holmes. The Hearing was for rezoning a designated portion of the property at 1120 N. Topper Dr. (Vonderlieth Living Center) from R-1 (Residential) to B-1 (Business) for new pharmacy. The zoning change was being requested to construct a new building that will house a retail pharmacy and the doctor's office for Springfield Clinic. The new building will be located in the area where the existing gazebo and boulder is located. The Mount Pulaski Zoning Board of Appeals approved the requested change submitted by Vonderlieth Living Center. The approval was then submitted to the Mount Pulaski City Council. There was no public objection to the Zoning change. Coun- cilmember John Utterback asked about the_doctor's office; the Council was told that Vonderlieth Living Center has a lease with Springfield Clinic for the new doctor's office. The zoning change was approved by the City Council on the motion of Darrell Knauer and John Utterback. On the vote, Andrew Neaville, Matt Bobell, Darrell Knauer, and John Utterback voted yes. Joyce Maxheimer and Pete Howe voted no. Municipal and County Aggregation Section 1-92 of the Illinois Power Agency Act allows for the aggregation of electric load by municipalities and counties (i.e., government aggregation). This means a municipality or county can negotiate for the purchase of the combined electric supply of its residents and eligible small businesses. Communities are choosing to pursue aggregation because they may be able to help their residents and eligible small businesses save money by creating a combined customer group that has more buying power than individual residents and businesses. The City Council has heard from two businesses that pro- vide a service under Section 1-92 of the Illinois Power Agency Act to negotiate the purchase of electric supply for Mount Pulaski residents. At the October 23 meeting a third repre- sentative spoke to the council. Steve Smith handled the elec- tric negotiations the first time around for the county and local governments. At first residents were with an electric supplier that supplied electricity at a lower cost than Ameren Illinois. In fact, residents in Logan County had the lowest electric rate in Illinois - as negotiated by Mr. Smith. Residents were then switched back to Ameren Illinois due to Ameren's lowered electric supply rate about a year ago. Currently most residents are now with Ameren Illinois.
