Through the Rapid Expert Assistance and Cooperation Teams (PAE -REACT) Election Officials serve the U.S. Department of State to support the democrati- zation, elections, human rights, and rule of law efforts of the OSCE in the various regions. In November 1999, OSCE endorsed REACT as a tool to enable the OSCE to rapidly deploy civil- ian experts to undertake activities associated with conflict prevention, crisis management and post-conflict rehabilitation. Since 2000, PAE has deployed American experts on behalf of the U.S. Department of State to support the efforts of the OSCE. The U.S. Mission to the OSCE repre- sents the interest of the United States government in the OSCE. The United States views the OSCE as a vital instrument for building stable, open sc=ieties in which every country lives at peace with its neighbors. The U.S. Mission to the OSCE engages with diplomatic representatives of the other participating States and with the OSCE staff in promotion of this vision.
