LTC Stanley Manes Honored as "One of the Finest Officers" Once a year a special board meets to consider the finest officers that have graduated from the Illinois Officer Candidate School (OCS) program for induction into the OCS Hall of Fame. To be eligible for induction, an officer must have graduated from an OCS program conducted under the auspices of the 129th Regional Training Institute and achieved the rank of Lieutenant Colonel or be elected to an office of state or national prominence. Few officers have been examined by the OCS Hall of Fame Board and deemed eligible for inclusion within this distinguished group. Of the 2289 graduates of the IL OCS program since 1952, only 162 have been inducted into the Hall of Fame. LTC Stanley Manes is certainly among an elite few. When the power goes out.., and it will...
